Criteria
The
aim of the survey was to grasp as many different
realities of life as possible. The dioceses surveyed
were chosen because of their position of
seniority in working within the Plan, their living
standards (high-medium-low) and their geographical
location (city, suburbs, and rural areas).
Questions
were on the increase in income in dioceses and
parishes comparing year 2000’s income (before
Argentinean Crises) with year 2004’s one (after it).
It also surveyed improvements in transparency and
responsibility principles in diocesan management.
Diocesan
Stewards supplied the information from the following
dioceses: San Martín (Buenos Aires), Merlo - Moreno
(Buenos Aires), San Isidro (Buenos Aires), Resistencia
(Chaco), Posadas
(Misiones),
Alto Valle (Río Negro) and Reconquista (Santa Fe)

What are those initiatives?
Dioceses
of
San Martín:
"we have taken out a set of banking services and insurance policies
covering civil liability, fire and accident for 1,200
employees including teachers and staff at diocesan
schools. Since 2004, we have implemented an
insurance plan for death benefits for officials
working in the dioceses. It has yielded good results
since it is less expensive than regular insurance
policies. We have also implemented an Accounts
Handbook (Management Model) that Plan Compartir
suggested to the Dioceses in 2002. Since 2002, we have
also been undergoing a process to take over the 17
schools which are under the Dioceses. This process
will be fully implemented in one or two years’ time
( Management Manuals, Procedures, Common Programs,
etc)".
Dioceses
of Merlo – Moreno:
“the Plan started under the name of
Plan Compartir in our Dioceses, but it is now
called “Pastoral Economics”. This pastoral is led
by a team made up with three lay persons and a priest
at the diocesan level. They are currently calling the
Parishes’ Stewardship Councils. Their response has
been good. We are also delivering two workshops in
Parishes and Deanships, one on Catecheses and Economy
and the other on Stewardship Councils. We are thinking
of implementing a third one on Fund Raising".
Dioceses
of
Resistencia:
“Currently, we have undertaken several activities, such as: the Annual
Collection for
Evangelization work, organizing of Collection
imperada,
convening meetings with Pastoral Councils and
Stewardship Councils. Clergy and laypeople are joint
working on the analysis and approval of the Pastoral
Councils’, Stewardship Councils’ and Inter Parish
Solidarity Funds’ Statutes to support the clergy.
Our Bishop issued several
decrees on Regulations governing Priests’ pay,
on Resource Management Procedures, and on Admin work
Instructions. We are also convening Parishes’
Assistants Meetings and writing the Parishes’
Assistant Handbook”.
Dioceses
of
Posadas:
“our dioceses has implemented Plan Compartir since one year ago. 8
pilot parishes are working within the Plan and its
work has yielded improvements in families’ monetary
contributions, collection in masses and communication
between Stewardship and Pastoral Councils".
Dioceses
of
Alto Valle:
“since 2004, we have implemented the Diocesan Plan for Support – BY
ALL FOR ALL. Families contribute voluntarily in their
Parishes. The Dioceses administers and redistributes
the money among Parishes according to the number of
contributors they could join. A portion of the money
is used to support common expenses and the rest is
distributed among the dioceses. The number of
contributors is increasing and increasing and so we
are considering to implement a similar plan to support
the Diocesan Seminary”.
Diocesis
of
Reconquista:
“One of the parishes downtown, carries an annual collection, which
outcome is allocated to support a less favored parish
in a rural area. That day, the temple is packed with
lay people and the sum collected is the highest in the
year. Also, priests working in the dioceses have set
up a fund to provide money when priests are sick, need
training, etc. All priests donate a percentage of
their incomes for this fund. In addition, priests have
implemented a system to help each other celebrate Patron Saint’s day, hear confessions, care for sick people,
and others".
Dioceses
de San Isidro:
“priests working in the dioceses have set up a fund to provide support to
assist the clergy. The Dioceses also supplies an extra
monetary contribution in case of necessity. 15 high-income
parishes have also set up a fund to provide support to
15 low-income ones. Since 2002, a Family’s
Contribution Plan has been implemented in the dioceses.
Donors can give their money through their credit cards
or in any other way. This campaign is fostered in the
Parishes. Due to its excellent results, it is renewed
annually”.
